In assisting Public Entities with the Section 108 Program, CIDC provides and has provided the following assistance:
Underwrites the projects to see if they can be financed. This includes detailed P&L and Balance sheet analysis to determine adequate cash flow to repay the loan and adequate collateral. Personal financial statements are also analyzed. CIDC prepares a complete written loan analysis.
Assists in the preparation and submission of the 108 Package to both the HUD Field Office and the Central Office.
Assists the public entity in attracting private financing to the project.
Assists the public entity with HUD compliance, closings and servicing issues.
Is available and frequently attends negotiating sessions with the Borrower.
